'mietool' is a major new resource for local authorities. It is designed to help heads of service and project managers:

  • Measure the efficiency impacts of projects and provide data for the new efficiency Performance Indicator
  • Plan and measure the improvement value of your projects - both to your authority and your community - against all 198 new national Performance Indicators.

It is a sophisticated yet easy to use Excel spreadsheet that can be utilised at every stage of the project lifecycle; from options appraisal to benefits tracking. And because it takes a consistent approach and is predicated on robust data, it will help you and your authority make important investment decisions with confidence. It adds rigour to your approach to business case development and performance management.

The Excel spreadsheet contains the following:

  • Instructions for use
  • Input pages which record qualitative costs and benefits, a qualitative assessment and associated risks
  • Output pages where straightforward results are generated

'mietool' has been developed by the Regional Improvement and Efficiency Partnerships (RIEPs) in association with RSe Consulting (now part of Tribal), Communities and Local Government and various local authorities. It has been through an intensive testing programme to make sure that it meets the needs of local authorities.

Each authority in the East Midlands has received copies of the tool (available to local authorities completely free of charge) and most have taken full advantage of the invitation to send 2 staff to a mietool training workshop.

As part of the process of seeking East Midlands Improvement & Efficiency Partnership (EM IEP) funding for projects (eg, some of the projects contained within the Region's Joint Improvement Partnership Plan) a return on investment analysis is essential.

mietool is the nationally recognised return on investment tool that must be used for Project Initiation Document submissions to the EM IEP.
